I. ROSTERS AND ELIGIBILITY
A. Each team will be allowed a maximum of 12 players. A coach or manager may not play unless he is included on the 12 person roster. B. A player is eligible to play of only one team in the same league. C. All players must be 18 years of age or older. Players 16 and 17 years of age may play with written approval from parent or guardian. D. Eligibility protests must be made prior to the conclusion of the game. Players are responsible to have pictorial identification at all games in case a question of eligibility arises. E. Roster additions will be accepted only on the ADD/DROP player's form. No roster changes allowed after the seventh (7th) league game played unless all team managers in the league give approval. F. No roster changes that will change the classification of a team will be allowed.
II. THE GAME
A. All games shall be played under 2010-2011 National Federation of State High School Association rules unless otherwise stipulated in these rules. (See rule change sheet effective fall 2010 1/10) B. Playing time shall be two halves of 20 minutes each (running time) with a half time of five minutes. Regulation stop clock is to be used the last three minutes of the game if the point spread is 10 points or less. C. Each team will be allowed two one-minute time outs per half with one additional time out for each overtime period. D. Teams shall be granted a five minute grace period after their scheduled game time has passed. The scorekeeper will hold the official clock and will make the determination if a game shall be declared a forfeit. In an effort to avoid forfeits, teams may start and finish a game with four players (and must start the games if four players are present). E. Forfeit Fee- If team fails to notify the recreation office and the opposing team 24 hours before game time, their team will be liable for a $20.00 forfeit fee to be paid prior to their next game. F. In case of a tie at the end of regulation play; a three minute overtime period shall be played after a one minute intermission. This process shall be continued until a winner is determined. G. Each team is to supply a game ball acceptable to the referee. If there is a disagreement on the choice of a game ball, each will be used for one half. A coin flip will be used to determine the order. H. If a team drops below four players due to disqualification, the disqualified player may remain in the game. If he fouls again, the penalty is two free-throws and the ball is out of bounds nearest to the spot of the foul for each additional foul committed. I. Personal and technical fouls are combined; to reach a SIX (6) for player disqualification, and to reach a seven team foul bonus in a half. RULE: ON OR AFTER THE 10TH TEAM FOUL IN A HALF, 2 SHOTS WILL BE AWARDED.
J. A player who is bleeding, has an open wound, or has an excessive amount of blood on his uniform shall be directed to leave the game. After proper treatment has been rendered to the injured player and/ or uniform, player may re-enter at the next substitution opportunity. K. PLAYERS MAY ENTER THE LANE ON THE RELEASE OF THE FREE THROW SHOT. L. Point of Emphasis: It is illegal to purposely obstruct an opponent's vision by waving or placing hands near his/her eyes (face guarding, 10-3-7d).
III. CONDUCT
A. Each manager is responsible for the conduct of his team. If, in the opinion of the official, a manager does not have complete control of his team, the game may be forfeited. B. The manager shall conduct all grievances in an orderly manner. Continued harassment of officials by players or a manager may result in ejection from the game of forfeiture of the game. C. Any player or manager involved in un-sportsmanlike conduct will be given a technical foul and possible suspension from the game. D. A second un-sportsmanlike infraction shall result in the suspension of the individual indefinitely for the remainder of the league.
Un-Sportsmanlike: Un-sportsmanlike acts consist of acts of deceit such as accepting a foul which should be charged to a teammate; faking being fouled; knowingly throwing a free-throw awarded to another; indicating disrespect by making debasing or critical remarks about or to an official or an opponent; or engaging in acts of vulgarity by using profanity; whether or not directed to someone.
V. FOULS/TECHNICALS
A. Kicking the ball- the initial striking of the ball with the leg or foot, this results in team losing possession of the ball. B. Face Guarding is illegal whether the player has possession of the ball or not. This violation results in a technical foul. C. If a technical foul is called on a player in the game or on the bench, two (2) free-throws will be awarded to the opposing team. The team with the possession of the ball retains possession and the throw-in will be at the point of interruption. If neither team has control of the ball, then the possession arrow will determine which team gets possession. The "T" is a personal and team foul. D. If a double technical foul is called, NO free-throws are awarded. The team with possession keeps possession and the throw-in is at the point of interruption. E. If a double (personal) foul occurs, NO free-throws are awarded and the team with possession retires possession and the throw-in is at the point of interruption. The fouls are still a personal and team foul. F. Non-shooters during free throws MAY now only occupy spaces one through three on each side of the lane, when rules permit, with a maximum of four defensive player and two offensive players. (All other aspects of the rules remain the same). G. Basket interference shall also include a player pulling down the rim so that it contacts the ball before it returns to its horizontal position. H. A common foul committed by the team in control will result in a throw-in by the opponents. I. Penalty for leaving the court for unauthorized reason will result in a technical foul. VI. UNIFORMS
A. It is required that each player has a solid color jersey with a 6" number on the back. A 4" number on the front is recommended. B. Numbers must be permanent. Do not use tape or ink. A technical foul will be assessed for EACH player without the required uniform. Jerseys with no numbers will NOT be accepted as "0".
